LAND USE ELEMENT <br />This section serves as the Appendix to the Land Use Element. It also BACKGROUND <br />discusses related plans, describes land use standards in greater detail, and <br />provides an overview of existing conditions. The Appendix also provides a <br />context for planning, and an overview of those trends affecting the City. <br />The previous Land Use Element was adopted by the City in 1984, more than <br />13 years ago. Major demographic changes have occurred during this time <br />including a shift in the City's ethnic diversity, a lower median age, and a <br />growth in the average number of persons per household. Other changes in <br />this time period have included a growth in the number of neighborhood <br />associations in the City. These neighborhood associations have had an <br />active role in shaping land use and development in the City. <br />Since the last update of the City's- General PaR In 1984, the City's population <br />has increased from 203,793 to 396,961 persons according to the <br />State Department of Finance r Since 1980, the number of <br />persons living in the City grew by more than 10 59 percent. During this period <br />of substantial population growth, the number of housing units remained <br />relatively stable. Other notable demographic changes have occurred as <br />well The City's population is getting y9URger. The median age of the <br />population in 1980 was 26.2 years. By _ 4990, it had Mr�r fallen to <br />f 25:9 years compared to a median age of 32:8 years for the County <br />overall. <br />Page 8 of 28 <br />
