One Broadway Plaza Findings and Facts in Support of Findings <br />Environmental Impact Report <br />3.0 ENVIRONMENTAL REVIEW PROCESS <br />3.1 PROJECT BACKGROUND AND OBJECTIVES <br />The project site consists of an approximately 4.32 acre city block generally bounded by Washington <br />Avenue to the north, Sycamore Street to the east, 10`' Street to the south, and Broadway Street to the <br />west. The One Broadway Plaza Project would consist of 545,124 square feet of office, retail and <br />restaurant area. The project consists of a 37-story office building, 8-level parking structure (seven <br />levels aboveground and one sublevel) and the rehabilitation of four existing structures into <br />commercial office and restaurant uses. The One Broadway Plaza Project would be developed <br />entirely on one City block. As part of the project, the City would abandon the segment of Sycamore <br />Street between 10`h Street and Washington Street to allow for construction of the office building and <br />parking structure. Additionally, 10`h Street would be converted from a two-way street to a one-way <br />eastbound street and Washington Avenue would be converted from a two-way street to a one-way <br />westbound street. <br />The project would require the removal of three structures on the project site that are designated <br />historically significant. One other existing structure on the project site designated historically <br />significant would be retained in its present condition. A comprehensive design and landscape <br />program would be implemented to unify the rehabilitated and retained structures on the project site <br />with the other land use components of the One Broadway Plaza Project. <br />The objectives of the proposed One Broadway Plaza project are: <br />• To create a new City landmark by developing an office building with the height, scale and <br />quality to serve as a central focal point of the Downtown Redevelopment Area of the City. <br />• To provide a large quantity of Class A office space in a configuration suitable for acquisition of <br />major, high -profile tenants. <br />• To provide a large quantity of Class A office space in the immediate vicinity of the City Civic <br />Center in order to attract major tenants needing to locate close to the government center of the <br />County. <br />• To provide a Class A office building attracting professional tenants who will support the cultural <br />and business activities of the central city area of Santa Ana. <br />• To provide for the public a world -class restaurant with unique 360 degree views that creates a <br />destination point for visitors to Santa Ana. <br />• To preserve and enhance the Broadway area by providing palm tree lined plazas which include <br />extensive landscaping, public art and water features and serve as public gathering places. <br />• To substantially increase employment opportunities within the City. <br />U/vfregoso/wp51/reports/0ne Broadway final findings Page 2 <br />June28, 2004 <br />
