One Broadway Plaza <br />Environmental Imoac <br />Findings and Facts in Support of Findings <br />Specific economic, legal, social, technological or other considerations, including provision of <br />employment opportunities for highly trained workers, make infeasible the mitigation <br />measures or project alternatives identified in the Final EIR. <br />4.1 POTENTIALLY SIGNIFICANT ADVERSE IMPACTS OF THE ONE BROADWAY <br />PLAZA PROJECT WHICH CANNOT BE MITIGATED TO BELOW A LEVEL OF <br />SIGNIFICANCE <br />Potentially significant adverse impacts of the One Broadway Plaza project which cannot be <br />mitigated to below a level of significance are described in this Section. The City of Santa Ana <br />City Council finds that these potentially significant adverse impacts of the project would not be <br />mitigated to below a level of significance, after implementation of the mitigation measures. A <br />Statement of Overriding Considerations (SOC) has been prepared to address these unavoidable <br />significant adverse impacts of the project. <br />4.1.1 Impacts Related to Short Term Air Quality Impacts <br />4.1.1.1 Potentially Significant Adverse Impact Related to Construction NO, and PM10Emissions <br />As described in detail in Section 3.4 (Air Quality) in the EIR, the One Broadway Plaza project <br />will result in significant adverse NO, and PM10 emissions as a result of the use of construction <br />equipment and the generation of dust during construction. <br />4.1.1.2 Finding Related to Construction No and PM10 Emissions <br />Changes or alterations have been required in, or incorporated into, the project which avoid or <br />substantially lessen the significant environmental effect as identified in the EIR. <br />4.1.1.3 Facts in Support of the Finding Related to Construction NO, and PM o Emissions <br />Implementation of mitigation measures AQ-1 to AQ-15, below, will substantially lessen the <br />adverse construction impacts of the One Broadway Plaza project related to NO, and PMIo. <br />However, these measures will not reduce this significant adverse impact of the project to below a <br />level of significance. <br />AQ-1 Use low -emission mobile construction equipment where feasible. <br />AQ-2 Water site and clean equipment morning and evening to comply with AQMD, Fugitive <br />Dust Measures BCM-03 and BCM-06. As part of the conditions of grading permit <br />approval, the project shall water the construction site and unpaved haul roads (with use <br />of reclaimed water or chemical soil binder, where feasible) twice daily. <br />AQ-3 Wash off trucks leaving the site to comply with AQMD Fugitive Dust Measure BCM- <br />01.
