to enforce any restrictions or conditions upon the use of the property. The <br />maintenance agreement shall further provide that any unreimbursed costs <br />and/or expenses incurred by the City to cure a deficiency in maintenance or <br />to enforce use restrictions shall become a lien upon the property in an amount <br />equivalent to the actual costs and/or expense incurred by the City. <br /> <br />(8) The execution and recordation of the maintenance agreement shall be a <br />condition precedent to the issuance of final approval for any construction <br />permit related to this entitlement. <br /> <br />SECTION 18 – Construction Plan for Specific Development No. 93 <br /> <br />(a) Construction Information. During construction, the Applicant will display signs visible <br />to the public from the public right-of-way with a contact number of the construction <br />superintendent to address any questions or concerns about demolition, grading, and <br />construction activities including dust, noise and vibration. <br /> <br />(b) Vehicles and Equipment. All construction vehicles or equipment, fixed or mobile, <br />operated within 1,000 feet of an existing dwelling shall be equipped with properly <br />operating and maintained mufflers. <br /> <br />(c) Warning Devices. Replace backup audible warning devices with backup strobe lights <br />or other warning devices during evening construction activity to the extent permitted <br />by the California Division of Occupational Safety and Health. <br /> <br />(d) The Applicant shall have rodent and pest controls on site during demolition and grading <br />activities to mitigate impacts to the surrounding properties and neighborhood. <br /> <br />(e) Prior to demolition and construction, a perimeter security fence not exceeding seven <br />feet in height, shall be installed around the project site. The fencing shall include a <br />green screen material or approved equivalent. The fence/screen material shall be <br />properly maintained and be free of rips, tears, fraying, graffiti, and any other damage <br />or vandalism. <br /> <br />(f) The site and the public R.O.W. adjacent to any portions of the site shall be maintained <br />in a condition which is free of debris, trash, weeds and overgrown vegetation both <br />during and after the construction, addition or implementation of the entitlements <br />granted herein. All trash and refuse shall be disposed of in dumpsters and be removed <br />from the premises on an as needed basis. Any surplus construction materials shall be <br />stored so as to be screened from public view when not actually in use and be removed <br />from the property upon completion of construction activities. <br /> <br />(g) Construction Parking Plan. Prior to the issuance of Building permits the applicant shall <br />submit a parking plan which provides parking for all workers and vehicles during all <br />phases of construction. Should parking be provided at an off-site location a plan for <br />getting to and from the site should also be provided. The parking plan should indicate <br />2-204
