<br />Legacy Sunflower Apartments Page 91 <br />Mitigated Negative Declaration – March 14, 2019 <br /> <br />Available Land For Housing <br /> <br />The City has identified four areas for future residential and mixed uses within its District Centers and <br />transit corridors. These areas include the Transit Zoning Code, Harbor Boulevard Mixed Use Transit <br />Corridor, Fifth Street and First Street. The sites are specifically chosen to create distinct and vibrant <br />activity centers linked together with a variety of transportation options. The project is not located within <br />any of the four identified District Centers or transit corridors. <br /> <br />The rental rates of the apartments would be market rate. While the project does not propose any <br />affordable units (very low or low income) the project developer would pay an in-lieu fee in compliance <br />with Section 41-1904 (c) of Article XVIII.I. – Housing Opportunity Ordinance of the Santa Ana Municipal <br />Code. The purpose of this article is to encourage the development and availability of affordable <br />housing by requiring the inclusion of affordable housing units within new developments or the <br />conversion of rental units to condominium ownership when the number of units exceed the densities <br />permitted under the general plan.36 Per Sec. 41-1904 (e) of Article XVIII.I the project developer must <br />pay the in-lieu fee prior to the issuance of the first building permit and the collected fee would be <br />deposited in the inclusionary housing fund. <br /> <br />The proposed 226 residential units would provide housing for Above Moderate income households for <br />the residents of Santa Ana and allow the city to exceed the RHNA housing need allocation of 90 units <br />for the Above Moderate income housing. <br /> <br />The project would meet the goals and policies of the Housing Element by providing Above Moderate <br />income housing for city residents as envisioned by the Housing Element. The project would not have a <br />significant impact to the City’s population. <br /> <br />b) Displace substantial numbers of existing people or housing, necessitating the construction of <br />replacement housing elsewhere? No Impact. The existing church is proposed to be relocated to <br />downtown Santa Ana with the development of the project. There are no residential units on the site. <br />Therefore, the project would not have any impacts associated with displacing any people or housing <br />units. <br /> <br />XV. PUBLIC SERVICES: <br /> <br />a) Would the project result in substantial adverse physical impacts associated with the provision <br />of new or physically altered governmental facilities, need for new or physically altered <br />governmental facilities, the construction of which could cause significant environmental <br />impacts, in order to maintain acceptable service ratios, response times or other performance <br />objectives for any of the public services: <br /> <br />i. Fire protection? Less Than Significant Impact. The Orange County Fire Authority (OCFA) <br />provides fire protection services to the site. The closest fire station to the site is Fire Station 7 6 and <br />located at 950 W. MacArthur Avenue. The fire station is approximately one mile northwest of the <br />site. The second closest fire station is Fire Station 28 that is located at 17862 Gillette Avenue in <br />Irvine and approximately two miles from the site. OCFA standard is for the first responding unit to <br />be on the scene within 7 minutes and 20 seconds of the call 80% of the time. The project could <br />require fire protection services during construction for accidents or other on -site construction <br />emergencies. Once constructed, the project would require fire protection services that are typically <br />required for a residential project.
