Although the Housing <br />Choice Voucher Program has been effective, the limited housing stock and low vacancies have hindered <br />the program's abilityto serve the maximum numberof people the program can assist. All of theprogram's <br />voucher holders continue to compete with one another to locate eligible units. While rental assistance <br />programs have been successful, limited housing stock and low vacancies hinder the number of people <br />who can be served.
