ADMINISTRATIVE MATTERS <br />MINUTES <br />10A. MINUTES FROM THE REGULAR MEETING OF JUNE 4, 2019 {STRATEGIC <br />PLAN NO. 5, 11 — Clerk of the Council Office <br />MOTION: Approve Minutes. <br />ORDINANCES/SECOND READING <br />In the event a Councilmember recorded an "abstention" before consideration of the following ordinance(s) on <br />first reading, such abstention will also be reflected in the minutes for second reading. <br />On June 18, 2019, the following ordinance was introduced for first reading by a <br />bifurcated motion. <br />1A. Approve the General Citywide Budget excluding the Police budget; place <br />ordinance on first reading and authorize publication of title by a vote of 6-0; <br />and <br />1 B. Approve the Police Budget; place ordinance on first reading and authorize <br />publication of title by a vote of 4-2 (Iglesias and Villegas dissented). <br />Published in the Orange County Reporter on June 21, 2019. <br />Councilmember Solorio supportive of transferring all sales tax revenue exceeding <br />estimated projection to non -departmental fund. Supportive of increasing rental <br />assistance program funding to $250,000. Supportive of all future staff recruitment <br />to consist of staff that will provide a direct service to the community. <br />Councilmember Solorio suggested bringing item back to City Council at mid -year <br />budget review. <br />Mayor Pulido suggested bringing item back to City Council in three months. <br />Councilmember Sarmiento directed staff to review status of Orange County <br />Conservation Corp. grant application. Supportive of increasing funding of the <br />rental assistance program as long as it is open to all Santa Ana residents and only <br />if staff reaches out to Manufacturers Homeowners Association requesting <br />matching of City program funding.
