LS 9.3.19 <br />ORDINANCE NO. NS-2975 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA CHANGING THE BOUNDARIES OF WARD 3 <br />IN CONJUNCTION WITH THE PROPOSED 24.78-ACRE <br />COUNTY ISLAND ANNEXATION GENERALLY LOCATED <br />AT THE NORTHEAST CORNER OF SEVENTEENTH <br />STREET AND TUSTIN AVENUE <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In accordance with Sections 101.2 and 101.4 of the Santa Ana City Charter, <br />on May 7, 2019, the City Council of the City of Santa Ana declared its <br />intention to change the boundaries of Ward 3 to include a 24.78-acre area <br />of land currently located in the County of Orange which is proposed to be <br />annexed to the City of Santa Ana. The area proposed for annexation is <br />shown on the map attached as Exhibit 1. <br />B. At the May 7, 2019 Council meeting, there was no opposition raised <br />regarding the change in the boundaries for Ward 3. <br />C. The Clerk of the Council gave notice that on September 3, 2019, at 5:45 <br />P.M. or as soon as possible thereafter, in the Santa Ana City Council <br />Chambers, 22 Civic Center Plaza, Santa Ana, California, a public hearing <br />will be held by the City Council at which time any and all persons <br />interested in or objecting to the proposed change in ward boundaries <br />described above may appear and be heard. <br />Section 2. The City of Santa Ana hereby approves the change in ward <br />boundaries for Ward 3 as shown on Exhibits 2 and 3. <br />Section 3. In accordance with the California Environmental Quality Act (CEQA) <br />and the State CEQA Guidelines, a categorical exemption will be filed for this project <br />pursuant to section 15319. This Class 19 exemption applies to projects involving <br />annexation of existing facilities and lots for exempt facilities such as public and private <br />structures developed to the density allowed by the pre -zoning of the City. The proposed <br />annexation area is developed to the density allowed by the current zoning or pre -zoning, <br />with the extension of utility services having the capacity to serve only the existing <br />facilities. <br />Resolution No. 2019-xx <br />Page 1 of 3 <br />11 B-1 <br />
