ESC[3N DI DO <br />City rq <br />CITY COUNCIL STAFF REPORT <br />' Public Hearing Item No. 9 May 23, 2018 File No. 0810-20 <br />SUBJECT: Amendments to the Escondido Zoning Code, East Valley Parkway Area Plan, <br />and South Centre City Specific Plan to Limit Canvash Facilities and Maximize the <br />City's Ability to Exercise Discretionary Review of Carwash Facility Applications <br />(AZ 18-0003) <br />DEPARTMENT Community Development Department, Planning Division <br />RECOMMENDATION: <br />It is requested that the City Council introduce Ordinance No. 2018-13 to amend Article 16 <br />(Commercial Zones), Article 26 (Industrial Zones), and Article 57 (Miscellaneous Use Restrictions) of <br />the Escondido Zoning Code; amend Table 4.1 of the East Valley Parkway Area Plan; and amend <br />Table 4.2 of South Centre City Specific Plan to enhance land use regulations for carwash facilities. <br />PROJECT DESCRIPTION: <br />The Project involves an update of various City codes and regulations to maximize the City's ability to <br />exercise discretionary review of carwash facility applications. The purpose and intent of this Zoning <br />Code Amendment is to list "carwash and detailing" as a conditionally permitted use in zones where <br />the use is currently permitted by -right, while also establishing appropriate standards to allow for the <br />typical range of activities typically associated with carwash primary or accessory uses, while <br />standardizing mitigation for the associated undesirable impacts. The proposed Zoning Code <br />Amendments also requires ancillary and conforming amendments to the East Valley Parkway Area <br />Plan and South Centre City Specific Plan to ensure self -storage facilities are reviewed and <br />considered consistently, citywide. <br />PLANNING COMMISSION ACTION: <br />On April 24, 2018, the Planning Commission adopted Planning Commission Resolution No. 6118, <br />recommending that the City Council approve the proposed amendments, by a 5-0 vote <br />(Commissioner Cohen absent and Commissioner Watson recused himself). The April 24, 2018, <br />Planning Commission meeting minutes and staff report are included for reference as Attachment 1 <br />and Attachment 2 to this report, respectively. <br />ENVIRONMENTAL REVIEW: <br />The proposed Zoning Code Amendments are exempt from environmental review in conformance with <br />California Environmental Quality Act Guidelines ("CEQA" and "CEQA Guidelines") Section <br />15061(b)(3) since there would be no possibility of a significant effect on the environment because the <br />amendments will not directly result in development. Projects seeking to implement the amended <br />provisions of the code that regulate self -storage facilities would be subject to separate review under <br />S[arf 1 purt - Council <br />75A-137 <br />
