(RK) has reviewed the traffic study and noise information <br />for the 301 and 325 North Tustin Avenue Convenience Store and Express Car Wash Project <br />located in the City of Santa Ana. The proposed project would construct a new service <br />station with a 3,040 square foot convenience store and a new automated car wash located <br />at 301 and 325 North Tustin Avenue in the City of Santa Ana. Previously the City reviewed <br />a Commercial Building for the site, however, that has now been changed to the Express <br />Car Wash. In the past, there was a gas station with a market and a restaurant operating at <br />the site. The major concerns with the project is traffic and noise impacts as a result of the <br />car wash component of the project. <br />A Staff Report and traffic study were previously prepared for the project. The modified <br />project traffic study was prepared by L L & G Engineers in a revised report dated May 17, <br />2019. No Noise Technical Study was prepared for the processing of the project through <br />the City. The original project included a Commercial Building, however, is now proposed to <br />be an Express Car Wash. The proposed project with a Car Wash will generate more traffic <br />than the originally proposed project with the commercial building. RK has reviewed the <br />project information for the revised project with respect to traffic impacts, parking, overall <br />transportation/circulation and noise/vibration impacts to the surrounding study area. <br />The primary issues with the proposed Express Car Wash Project include the following major <br />items: <br />Express Car Wash projects have their peak traffic generation on Saturday <br />afternoons. No Saturday traffic analysis was performed for the project. <br />The Near -term traffic analysis for Year 2019 is not realistic and a later timeframe <br />should be analyzed. <br />75A-67 <br />
