o Fuel Storage: Fuel storage shall NOT be permitted within 150 feet of any tree to be preserved. <br />Refueling, servicing and maintenance of equipment and machinery shall NOT be permitted within 150 <br />feet of the protected trees. <br />o Debris and Waste Materials: Debris and waste from construction or other activities shall NOT be <br />permitted within protected areas. Wash down of concrete or cement handling equipment, in particular, <br />shall NOT be permitted within 150 feet of protected trees. <br />• Any damages or injuries should be reported to the Project arbonst as soon as possible. Severed roots shall <br />be pruned cleanly to healthy tissue, using proper pruning tools. Broken branches or limbs shall be pruned <br />according to International Society of Arboriculture Pruning Guidelines and ANSI A-300 Pruning Standards. <br />3.2 Air Quality <br />Summary of Impacts Identified in the EIR <br />Construction Impacts <br />As detailed in the EIR, the Project has the potential to exceed the South Coast Air Quality Management District's <br />(SCAQMD) localized significance thresholds for emissions of PMro during construction activities. Therefore, SCAQMD <br />Rules 403(4), 1113, and 1186 to reduce particulate matter and Mitigation Measure AQ-1 requiring the construction <br />contractor to use off -road diesel construction equipment that complies with Environmental Protection <br />Agency/Califomia Air Resource Board (EPA/CARB) Tier 3 emissions standards, would be implemented to reduce <br />construction emissions below a level of significance. With implementation of SCAQMD Rules 403(4), 1113, and 1186 <br />and Mitigation Measure AQ-1 that would be confirmed through the City's permitting process for the Project, localized <br />construction emissions of PM10 would be below SCAQMD thresholds and reduced to a less than significant level. <br />(DEIR, p. 4.2-17.) <br />Air Quality Plan Impacts <br />As discussed in the EIR, Projects that are consistent with the regional population, housing, and employment forecasts <br />identified by the Southern California Association of Governments (SCAG) are considered to be consistent with the <br />AQMP. The EIR determined the Original Project is consistent with SCAG's population, housing, and employment <br />forecasts because the 496 new multi -family units resulting from the Original Project would constitute a 0.6 percent <br />increase in the total number of residential units in the City, and a 2 percent increase in the number of the multi -family <br />residential units (5+ units) within the City, and within SCAG's projected growth. In addition, the EIR determined that <br />the Original Project would support AQMP objectives to reduce trips, promote infill development, and balance jobs and <br />housing. (DEIR, p. 4.2-15.) <br />Operational Impacts <br />As detailed in EIR Section 4.2, Air Quality, the maximum daily operational emissions would not exceed any of <br />SCAQMD's daily significance thresholds. Thus, the construction and operation of the Project would not result in a <br />violation of an air quality standard or substantially contribute to an existing or projected air quality violation. (DEIR, p. <br />4.2-15 through 4.2-16.) <br />Comparison of Impacts Associated with the Proposed Modified Project <br />Construction Impacts <br />The Modified Project would be smaller and therefore require less overall construction activity than the Original Project. <br />The Modified Project would develop 240 fewer multi -family residential units and a smaller parking structure with <br />13,300 square feet less of subterranean parking. However, it would require similar daily construction activities and use <br />of machinery that have the potential to exceed the SCAQMD's localized significance thresholds for emissions of PM10 <br />during construction activities. Therefore, SCAQMD Rules 403(4), 1113, and 1186 to reduce particulate matter and <br />Mitigation Measure AQ-1 requiring the construction contractor to use off -road diesel construction equipment that <br />
