EIR Mitigation Measure <br />The EIR determined that impacts related to utilities and service systems would be less than significant and no <br />mitigation measures are required. <br />3.14 Energy <br />Summary of Impacts Identified in the EIR <br />As discussed in Section 4.14, Energy, of the DEIR, the Original Project would be developed pursuant to the <br />California Green Building Standards Code (24 California Code of Regulations [CCR] Part 11 [CALGreen Code]), <br />which would provide for sustainable construction and operational practices, including energy efficiency. (DEIR, pp. <br />4.14-5 through 4.14-7.) The Ch's administration of the Title 24 requirements and the City's Climate Action Plan <br />includes review of design components and energy conservation measures ensures that all requirements are met. <br />In addition, the EIR describes that the Original Project would represent an urban infill development because it would <br />occur on a currently developed site, and would be located near existing off -site employment, commercial, residential, <br />and retail destinations and in proximity to existing public bus stops and freeways, which would result in reduced <br />vehicle trips and Vehicle Miles Traveled (VMT) in comparison to a project of similar size and land without close <br />access to employment, service, and retail, destinations, in addition to public transit and freeways. The land use <br />characteristics of the Project are consistent with the California Air Pollution Control Officers Association (CAPCOA) <br />guidance related to a reduction of vehicle trip distances that would achieve a reduction in associated transportation - <br />related fuel demand. Also, the EIR describes that the Project site is within an area where existing infrastructure would <br />provide for efficient delivery of electricity and natural gas to the Project and the Project would not inhibit the <br />development of other alternative energy sources <br />Comparison of Impacts Associated with the Proposed Modified Project <br />The Modified Project would reduce the number of multi -family residential units that would be developed on the site by <br />240 units, which is a 48.4 percent reduction. As a result, the energy demand for the onsite uses would also be <br />reduced. Also, like the Original Project, the Modified Project would be required to comply with state and federal <br />programs that are designed to improve energy efficiency, including the California Title 24, California Energy Code, <br />and the CALGreen Code. Typical Title 24 measures include insulation, use of energy -efficient heating, ventilation and <br />air conditioning equipment (HVAC), solar -reflective roofing materials, energy -efficient indoor and outdoor lighting <br />systems, reclamation of heat rejection from refrigeration equipment to generate hot water, and incorporation of <br />skylights, etc. In addition, Project Design Feature PDF-2 that provides for a minimum of 15 electric vehicle charging <br />stations to promote usage of electric vehicles is included in the Modified Project. <br />Although the Modified Project would result in 240 fewer residential units near existing off -site employment, <br />commercial, residential, and retail destinations and in proximity to existing public bus stops and freeways, it would <br />continue to result in reduced VMT in comparison to a project of similar size and land without close access to these <br />destinations and transportation faclli ies. Thus, the land use characteristics of the Modified Project are also consistent <br />with the CAPCOA guidance related to reducing vehicle trip distances to reduce associated transportation -related fuel <br />demand. Therefore, no new or greater impacts related to energy would occur from implementation of the Modified <br />Project. <br />Conclusion for Energy <br />Consistent with the Original Project, the Modified Project would generate demand for energy. However, because the <br />Modified Project is 48.4 percent smaller than the Original Project it would result in less energy usage on the site. <br />Also, like the Original Project, the Modified Project would locate residences near employment and shopping <br />destinations and transportation facilities and would be required to comply with state and federal programs that are <br />
