Threshold: Would the Project result in substantial adverse physical impacts associated with the <br />provision of new or physically altered governmental facilities, or a need for new or physically altered <br />governmental facilities, the construction of which could cause significant environmental impacts, in order <br />to maintain acceptable service ratios, response times or other performance objectives for other public <br />facilities? <br />Finding: Less than significant impact. (DEIR, p. 2-8; Initial Study, pp. 54-55.) <br />Facts in Support of Finding: As described in the Initial Study, other public facilities include libraries. <br />The City of Santa Ana Public Library includes two branches within 5 miles of the site. Library service <br />needs are changing with increasing resources being available online and the availability of high-speed <br />internet services and the new residences on the Project site do not necessarily result in an incremental need <br />for library facilities. A majority of the residential units would be equipped with internet access, which <br />provides access to many of the same resources provided by the library and would limit the increased need <br />for library services and resources. (Initial Study, pp. 54-55.) <br />For the reasons discussed above and the reasons discussed in the DEIR and Initial Study, impacts <br />associated with this issue would be less than significant, and no mitigation is required. (Initial Study, pp. <br />54-55.) This conclusion also applies, for the same reasons, to the Modified Project. <br />9.15 Transportation and Traffic <br />9.15.1 Conflict with Applicable Circulation Plan or with Applicable Congestion Management <br />Program <br />Threshold: Would the Project conflict with an applicable plan, ordinance or policy establishing <br />measures of effectiveness for the performance of the circulation system, taking into account all modes of <br />transportation including mass transit and non -motorized travel and relevant components of the circulation <br />system, including but not limited to intersections, streets, highways and freeways, pedestrian and bicycle <br />paths, and mass transit? <br />Threshold: Would the Project conflict with an applicable congestion management program, <br />including, but not limited to level of service standards and travel demand measures, or other standards <br />established by the county congestion management agency for designated roads or highways? <br />Finding: Less than significant impact. (DEK p. 4.11-12 through 4.11-32.) <br />Facts in Support of Finding: The Project would not conflict with an applicable plan, ordinance or policy <br />establishing measures of effectiveness for the performance of the circulation system, including the Orange <br />County Congestion Management Program, Caltrans Measures of Effectiveness, City of Santa Ana General <br />Plan Circulation Element, and the City of Orange General Plan Circulation Element. Based on the <br />thresholds identified in these plans, the Project would result in a less than significant impact, as further <br />explained in the DEIR. Notably, the vehicular trips that would be generated by the Project would not cause <br />an exceedance of any traffic level of service threshold at any intersection or roadway segment. (DEM, p. <br />4.11-12 through 4.11-32.) <br />For the reasons discussed above and the reasons discussed in the DEIR, impacts associated with this issue <br />would be less than significant, and no mitigation is required.
