Nothing in this section shall be construed to alter City policies and procedures as provided <br />in the Charter or ordinances of the City or other provisions of this MOU with regard to <br />granting unpaid leaves of absence. <br />For the purpose of this program, a "catastrophic" condition shall mean any significant <br />personal tragedy such as a life -threatening illness or severe non -industrial illness or injury <br />lasting more than two (2) weeks, which requires the employee to need personal time off <br />beyond the amount of leave time he/she has accrued. Maternity leave or elective surgery, <br />absent significant unplanned complications preventing the employee's return to work, are <br />not considered catastrophic. <br />The Catastrophic Leave Donation Program shall cover the uncompensated time prior to the <br />employee's becoming eligible for the LTD benefits. <br />A, Guidelines <br />It shall be understood that all donations under this procedure are voluntary and <br />subject to taxation for the recipient. <br />1. Employees may donate vacation, compensatory time, or one (1) floating <br />holiday to the eligible employee. In no event shall sick leave be donated. <br />2. Employees shall be provided a two (2) week period to submit donations. <br />Donations received after this two (2) week period shall not be processed. The <br />two (2) week period for each case shall be selected by the Department Head or <br />his/her designee. <br />3. All donations must be made in two (2) hour increments, except for floating <br />holiday donations which must be made in full days (to be credited to recipient <br />based on the donor's amount of hours for the floating holiday). <br />4, Any authorization of donations not made in accordance with the procedures <br />outlined in Section 10.1 OC(2) will not be processed. <br />S. All donations shall be irrevocable. <br />6. In the event the recipient returns to work before leave donations have been <br />exhausted, any balance on the books shall be accrued by the recipient and <br />designated as sick leave and may be used pursuant to Article X. <br />B. Eligibility <br />Regular employees shall be eligible for catastrophic leave donations if the <br />following criteria are met: <br />1.
