This interest has been severely compromised by Santa Ana's need to <br />2 devote substantial monetary and human resources to managing and relieving the <br />3 acute homelessness crisis within its borders. The diversion of such resources has <br />4 been to the detriment of Santa Ana residents. <br />5 85.
