DRAFT <br />Santa Ana Homeless Action Plan <br />December 17, 2019 <br />Key Issue - Social Justice and Shared Responsibility <br />Need — Strong consensus from City Council and Leadership <br />Facts —Santa Ana is 27.27 square miles with a population of 337,716 <br />78,2% Latino, 10.4% Asian, 9.2% White, 1.0% Black <br />Median Age is 29.1 (50% of SA population is younger than this age) <br />Economically Disadvantaged Community <br />Unsheltered Homelessness in Central Spa <br />• 29.67 % are between the ages of 25-39 <br />• 62.61 % are over the age of 40 <br />• 66.78 % are non-Hispanic/non-Latino <br />• 74.33 % are male <br />Legally binding agreement needed from County of Orange/Judge approved? <br />Yale Street Shelter <br />Agree only to 200 beds at Yale Street Shelter operated similar to Bridges program. <br />Require that the City sits on the selection committee for operator selection --similar to <br />past practices with the Bridges program. <br />Agree that this facility is only for the central spa and maintain a percentage of beds for <br />Santa Ana). Require monthly reports of sheltered individuals to determine which city <br />they came from, and their disposition (transitioned to permanent supportive housing, to <br />another emergency shelter, or back on the street). <br />Courtyard Shelter <br />• Move only 200 Courtyard sheltered individuals to the Yale Street site. Move the <br />remaining 200-225 to other shelters in the Central Spa. Require an <br />implementation/operational plan for this transition. Otherwise, the homeless <br />population will settle in the surrounding area. <br />Civic Center <br />Designate the area as a Homeland Security area — no loitering, camping, etc <br />Have County participate in the funding for this security zone. <br />SA Armory <br />• Require it to close permanently by April 2020. <br />• Current contract with Mercy House ends with this winter/rain cycle. <br />
