The report shall list the tree <br />specife service recommendations, if any, to assure the safety and optimum <br />health of the trees. <br />2.4.4 Staking, Tying and Guying <br />2.4.4.1 All trees requiring staking shall be securely staked at all times with stakes <br />and rubber cinch ties approved by the Director's Representative. Rubber <br />hoses and wire are not permitted ties. All stakes shall be set perpendicular <br />to prevailing winds unless designated otherwise by the Director's <br />Representative. Tree stakes shall also be set a consistent distance away <br />from the trunk of the tree (minimun six (6) inches) to reduce abrasion and <br />cell elongation. The tops oCall tree stakes shalt be removed approximately <br />three (3) inches above the highest tie to reduce abrasion of main or lateral <br />branches of the tree. <br />2.4.5 Hazardous Tree Reporting <br />2.4.5.1 In the event the Contractor detects any tree displaying roots heaving or <br />girdling (either by roots or a foreign material), leaning, broken or hanging <br />limbs, or if Contractor determines that potential safety hazard may exist <br />Contractor shall dispatch their International Society of Arborist TRAQ <br />Certified Hazardous Tree Professional immediately to evaluate the trees and <br />provide a written report listing findings and rcconunendations. While <br />awaiting the ISA TRAQ Certified Hazardous Tree Professionals inspection <br />and report, the Contractor shall protect people and property by installing a <br />barrier around the tree to prevent people from entering the potentially <br />hazardous zone. After the barrier has been installed the Contractor shall <br />take time/date stamped photographs documenting they protected the site <br />and warned people not to enter the potentially hazardous site beneath or by <br />the tree. <br />2.4.6 Loss of Trees <br />2.4.6.1 The Contractor shall be responsible for the complete removal and <br />replacement of any and all trees lost due to the Contractor's failure to <br />identify and mitigate any issue that affects the safety and health of a tree($). <br />Failure to perform includes, but is not limited to, girdling trees with string <br />trimmers or tree ties, improper planting of new trees, improper <br />pruning/trimming techniques which disfigure or destroy the trees natural <br />integrity and shape, or failure to detect and prevent treatable diseases and <br />insect infestations. The Contractor shall replace the lost tree with a <br />specimen equal in value and size according the latest American Shade Tree <br />Conference guidelines for value determination that determines the value of <br />the trees lost. <br />2.4.6.2 All trees that exhibit the signs of disease or pests, or any other signs of <br />distress shall be inspected by an International Society of Arborist TRAQ <br />Certifcd Hazardous Tree Professional approved by the Director's <br />City of Santa Ana RFP 19-092 <br />Page 20 <br />
