<br /> <br />Resolution No. 2019-xx <br />Page 5 of 10 <br /> <br />Project Final Environmental Impact Report (Clarification), Mitigation Monitoring and <br />Reporting Program (MMRP) and Statement of Overriding Considerations and Findings <br />of Fact. The Planning Commission has reviewed and considered the information <br />contained in these documents and the administrative record for the Project, including <br />all oral and written comments received during the comment period. Based on the <br />foregoing, the Planning Commission recommends that the City Council find that the <br />EIR, including the Clarifications thereto, contain a complete and accurate reporting of <br />the environmental impacts associated with the Project, has been completed in <br />compliance with CEQA, and reflects the independent judgment of the City. The <br />Planning Commission further recommends that no evidence of new significant impacts <br />or any new information of “substantial importance”, as defined by State CEQA <br />Guidelines section 15088.5, has been received by the City after circulation of the Draft <br />EIR that would require recirculation of the EIR. <br /> <br />The Planning Commission recommends that the City Council adopt the Findings of <br />Fact, certify the EIR, adopt the Statement of Overriding Considerations, and adopt the <br />MMRP. Any project approvals issued by the Planning Commission in this Resolution <br />shall not become effective unless and until the City Council has completed the actions <br />described above. <br /> <br />SECTION 2. GENERAL PLAN AMENDMENT: The General Plan Amendment consists <br />of amendments to the Land Use Element and text updates, as shown in Exhibit A, <br />attached hereto and incorporated herein by reference. <br /> <br />SECTION 3. LOCATION OF DOCUMENTS: The General Plan Amendment, <br />Environmental Impact Report and all supporting documents are on file and available <br />for public review at Santa Ana City Hall, 20 Civic Center Plaza, Santa Ana, California <br />92702. <br /> <br />SECTION 4. GENERAL PLAN CONSISTENCY: The Planning Commission hereby <br />finds that the proposed General Plan Amendment is compatible with the objectives, <br />policies, and general plan land use programs specified in the General Plan for the <br />City of Santa Ana in that: <br /> <br />A. The City of Santa Ana has officially adopted a General Plan. <br /> <br />B. The land uses authorized by the General Plan Amendment, and the General <br />Plan Amendment itself, are compatible with the goals/objectives, policies, <br />general land uses, and programs specified in the General Plan, for the following <br />reasons: <br /> <br />i. The existing General Plan land use designation for the project is <br />Professional and Administrative Office (PAO), which allows business and <br />professional offices; with a floor area ratio of 1.5.
