Huitt-Zollars prepared PS&E and right-of-way documents <br />to close an existing gap in Orange County's Master Plan <br />of Arterial Highways between Ortega Highway and the City <br />of San Clemente. This 3.7 mile long, $72 million project <br />was comprised of critical elements that came together for <br />the project's success: working within the Prima Deshecha <br />Landfill and designing controlled access to the landfill; <br />widening an existing section of roadway that must remain <br />in operation to serve the landfill and adjacent high school; <br />and pioneering a new roadway through undeveloped, <br />mountainous terrain with final roadway grades up to 7%. <br />Huitt-Zollars overcame multiple challenges associated <br />with the following critical elements: moving 15 million <br />cubic yards of earth; performing landslide remediation; mitigating effects of constructing the roadway through <br />a former landfill area and relocating more than one billion pounds (850K cubic yards) of municipal solid waste; <br />relocating two steel lattice electrical transmission towers; actively communicating with impacted communities; <br />and responding to numerous environmental mitigation measures that must be implemented during design and <br />construction. Challenges were also associated with constructing deep drainage culverts, storm drainage systems <br />and water quality basins, two cast in place bridge overcrossing and five 30-foot diameter steel multi -plate tunnel <br />undercrossings. Installed approximately 3,000 LF of sewer and domestic water line. <br />The project included Installation of approximately 3,000 LF of sewer and domestic water line and construction/ <br />extension of 22 cross culverts beneath the future roadway and a substantial roadway storm drain infrastructure <br />comprised of more than 15,000 linear feet of reinforced concrete pipe; ranging in size from 18 to 108 inches <br />in diameter. The roadway storm drain infrastructure segregates roadway runoff from offsite drainage areas <br />in order to facilitate treatment of roadway impervious surfaces. To meet Orange County criteria and NPDES <br />requirements, a total of six combined basins (to address water quality, hydromodification, and detention) were <br />included in the project to address pollutants of concern and meet LID requirements.
