There are no substantial changes in the <br />circumstances, of new information that would require the preparation of a subsequent EIR. <br />b) Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of greenhouse gases? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />There are numerous State plans, policies and regulations adopted for the purpose of reducing GHG emissions. <br />The principal overall State plan and policy is Assembly Bill (AB) 32. The quantitative goal of AB 32 is to reduce <br />GHG emissions to 1990 levels by 2020. Executive Order B-30-15 and Senate Bill (SB) 32 further established a <br />new emissions limit of 260 XMITCOze for the year 2030, which corresponds to a 40 percent decrease in 1990 <br />levels by 2030. Statewide plans and regulations such as GHG emissions standards for vehicles (AB 1493), the <br />Low Carbon Fuel Standard, and regulations requiring an increasing fraction of electricity to be generated from <br />renewable sources are being implemented at the statewide level; as such, compliance at the project level is not <br />addressed. Therefore, the Proposed Project does not conflict with those plans and regulations. <br />5.8.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />No mitigation measures related to greenhouse gas emissions were identified in the Certified EIR. <br />5.9 HAZARDS AND HAZARDOUS MATERIALS <br />5.9.1 Summary of Previous Environmental Analysis <br />The Certified EIR determined that during the construction of the Approved Project the accident prevention <br />and containment are the responsibility of the construction contractions, and provisions to manage hazardous <br />materials and waste are a standard component of construction plans. Further, the Approved Project would be <br />required to comply with NPDES Permit requirements and implement best management practices to ensure the <br />75A-115 <br />
