On March 10, 2020, the City of Santa Ana sent certified tribal consultation letters to 10 Native American <br />contacts notifying them of the Proposed Project pursuant to SB 18. As of March 19, 2020, no tribal <br />consultation requests have been received. <br />Comments: <br />a) Would the project cause a substantial adverse change in the significance of a tribal cultural <br />resource, defined in Public Resources Code section 21074 as either a site, feature, place, cultural <br />landscape that is geographically defined in terms of the size and scope of the landscape, sacred <br />Place, or object with cultural value to a California Native American tribe, and that is: <br />(i) Listed or eligible for listing in the California Register of Historical Resources, or in a local <br />register of historical resources as defined in Public Resources Code section 5020.1(k), or <br />(ii) A resource determined by the lead agency, in its discretion and supported by substantial <br />evidence, to be significant pursuant to criteria set forth in subdivision? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Proposed Project amends the existing entitlements of the Approved Project, to allow for residential uses. <br />The Proposed Project would not result in new excavations or earthwork activities that have the potential to <br />unearth tribal cultural resources. As such, the Proposed Project would not have the possibility of unearthing <br />tribal resources. Further on March 10, 2020, the City of Santa Ana sent certified tribal consultation letters <br />pursuant to SB 18. As of March 19, 2020, no tribal consultation requests have been received. No significant <br />new impact of substantial increase in the severity of a previously described impact would occur, and there are <br />no substantial changes in the circumstances, or new information that was not known and could not have been <br />known at the time of the adoption of the Certified EIR with respect to Tribal Cultural Resources and a <br />subsequent EIR is not required. <br />5.18.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />Refer to the Cultural Resources Section CR-5 through CR-8. <br />5.19 UTILITIES AND SERVICE SYSTEMS <br />5.19.1 Summary of Previous Environmental Analysis <br />The Certified EIR determined that the Approved Pfoj ect would increase the demand for electricity, natural gas, <br />water, and telephone services. The Approved Project would increase the generation of wastewater, soil waste, <br />and runoff. The Certified EIR found that the construction of the Approved Project would require the removal <br />of electrical facilities, gas lines, phone lines, and water and sewer lines to allow for Approved Project <br />improvements. The Approved Project would install replacement utilities infrastructure and/or pay its fairshare <br />where needed. The Approved Project would contribute a fair -share contribution to upgrade storm drains. The <br />Approved Project would result in a less than significant impact to telephone service; telephone easements on <br />the Proj ect Site would be consolidated. The Approved Proj ect was found to create a significant and unavoidable <br />impactwith the interference of television signals from afea television stations. <br />75A-150 <br />
