as Greyhound and several OCTA bus routes. The Proposed Project would be within walking distance of the <br />planned OC Streetcar, expected to be in operation in 2022. The Southern California Association of <br />Governments (SCAG) has designated the Project Site and the surrounding area as a Transit Priority Area (TPA). <br />2.2.5 General Plan and Zoning <br />Santa Ana General Plan <br />The Project Site's existing General Plan designation is One Broadway Plaza District Center (OBPDC) in the <br />City's General Plan Land Use map. The One Broadway Plaza is "envisioned as a landmark professional office <br />complex that will be a focal point in the Downtown Redevelopment area serving the Civic Center. complex, <br />Downtown, and Midtown urban areas." This land use designation allows for high intensity offices with <br />restaurant and ancillary retail. The OBPDC does not allow for residentaL <br />Zoning <br />The Project Site is within the Specific Development 75 zone (SD75), One Broadway Plaza Specific <br />Development District, which is intended to "establish a professional district that will exclusively entitle a 37- <br />story 518,003 square foot office tower at the northeast corner of Tenth Street and Broadwaywithin a historic <br />setting further north along Broadway to Washington Avenue." The Specific Development No. 75 Amendment <br />Application was adopted by City Council in April 2004. The Development Standards requires a floor area ratio <br />(EAR) of 2.9, an office tower of approximately 493 feet above grade, and a minimum of 2,463 parking spaces. <br />The One Broadway Plaza District does not allow for residential uses. <br />2.2.6 Environmental Resources <br />The Project Site has been developed, paved, landscaped and/or graded, and supports non-native, landscape <br />plant species. The Project Site is in an urbanized area and is currently developed with a seven residential and <br />converted residential to office buildings along Broadway, a one-story commercial building at the southwest <br />corner of Washington Avenue and Sycamore Street, surface parking along Sycamore Street, and a construction <br />site for the One Broadway Plaza office tower at the southern portion of the Project Site. The Project Site is <br />located in the One Broadway Plaza Specific Development Districtwith one parcel within the Midtown Specific <br />Plan area. Additional information regarding environmental resources�or the lack of such resources�on the <br />Project Site can be found in Section 5, Environmental Analysis, of this Addendum under each respective <br />environmental topic. <br />75A-71 <br />
