Since the project emissions are above the significance thresholds, the project will <br />result in a significant regional air quality impact. Long-term mitigation measures are <br />recommended in Section 3.4.5. <br />3.4.4 COMPLIANCE WITH AIR QUALITY PLANNING <br />The following sections <br />deal with the <br />major air planning <br />requirements <br />for this <br />project. <br />Specifically, consistency <br />of the project <br />with the AQMP is <br />addressed. As <br />discussed <br />below, <br />consistency with the AQMP is a requirement of the California Environmental Quality Act <br />(CEQA). <br />3.4.4.1 Consistency with AQMP <br />An EIR must discuss any inconsistencies between the proposed project and applicable GPs and <br />regional plans (California Environmental Quality Act (CEQA) guidelines (Section 15125)). <br />Regional plans that apply to the proposed project include the South Coast Air Quality <br />Management Plan (AQMP). In this regard, this section will discuss any inconsistencies between <br />the proposed project with the AQMP. <br />The purpose of the consistency discussion is to set forth the issues regarding consistency with the <br />assumptions and objectives of the AQMP and discuss whether the project would interfere with <br />the region's ability to comply with federal and state air quality standards.
