ONE BROADWAY PLAZA PROJECT EIR ADDENDUM <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />rate or amount of surface runoff in a manner which would result in flooding on- or offsite; (iii) <br />create or contribute runoff water which would exceed the capacity of existing or planned <br />stormwater drainage systems or provide substantial additional sources of polluted runoff; or (iv) <br />impede or redirect flood flows? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Proposed Project would not develop new floor area nor increase impervious surfaces. As such <br />implementation of the Proposed Project would not alter existing drainage pattern of the site nor the project <br />area. The Proposed Project would not alter the course of a stream or river. The Proposed Project would not <br />create a new significant impact nor a substantial increase in the severity of previously identified effects that <br />would require the preparation of a subsequent EIR. <br />d) In flood hazard, tsunami, or seiche zones, risk release of pollutants due to project inundation? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Initial Study for the Certified EIR determined that the Project Site is not near any large bodies of water <br />that could generate tsunamis or seiches. The Certified EIR determined that the Project Site is outside the area <br />that could be inundated by flood water. While the Project Site is not within a flood area, the Project Site may <br />be exposed to street flooding during period of heavy rain due to deficient storm drains. The Certified EIR <br />provides mitigation measures to address storm drain capacity. Since the Proposed Project would not increase <br />the development floor area nor impervious surfaces on the Project Site, the Proposed Project would result in a <br />less than significant impact to flood hazard and inundation. The Proposed Project would comply with the <br />SWPPP, WQMP, and NPDES permit and implement all identified mitigation measures. A less than significant <br />impact would occur. <br />e) Conflict with or obstruct implementation of a water quality control plan or sustainable <br />groundwater management plan? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Proposed Project would not construct new floor area nor increase impervious surfaces. Construction and <br />operation of the Proposed Project would comply with the SWPPP, WQMP, and NPDES permit. Further, the <br />Proposed Project would comply with Mitigation Measures W-1 through W-8. Therefore, the Proposed Project <br />would not conflict with or obstruct the implementation of a water quality control plan and would not impact <br />groundwater. A less than significant impact would occur. <br />5.10.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />The following mitigation measures have been carried through from the One Broadway Plaza EIR. These <br />mitigation measures have been incorporated into MMRP for this Addendum.
