Section 504 Needs Assessment: Describe the needs of public housing tenants and applicants on <br />the waiting list for accessible units: <br />Section 504 of the Rehabilitation Act of 1973 prohibits discrimination on the basis of disability in any <br />program or activity that is conducted by federal agencies or that receives financial assistance from a <br />federal agency. A housing provider may not deny or refuse to sell or rent to a person with a disability and <br />may not impose application or qualification criteria, rental fees or sales prices and rental or sales terms <br />or conditions that are different than those required of or provided to persons who are not disabled. <br />Further, housing providers may not require persons with disabilities to live only on certain floors, or to all <br />live in one section of the housing. Housing providers may not refuse to make repairs, and may not limit or <br />deny someone with a disability access to recreational and other public and common use facilities, parking <br />privileges, cleaning or janitorial services or any services which are made available to other residents. <br />The City of Santa Ana does not have public housing. However, table 23 shows that there is a significant <br />demand for accessible units in the City of Santa Ana with 1,793 disabled families requesting accessibility <br />features. <br />Most immediate needs of residents of Public Housing and Housing Choice voucher holders <br />The most immediate housing needs of Public Housing and Housing Choice Voucher Holders with respect <br />to accessibility issues appears to be for additional accessible units. The increasing number of elderly and <br />younger disabled persons creates additional need for accessible units. <br />In broader terms, these households often need jobs or improved job skills as well as support services, such <br />as access to day care, health care, and transportation to improve their employment situation and <br />prospects. <br />How do these needs compare to the housing needs of the population at large <br />These needs are similar to those faced by most low-income households in the City.
