established, a project schedule will be provided and key issues will be discussed to establish the <br />project guidelines. Consultant will prepare and lead all meetings and provide meetings minutes. <br />The Consultant shall conduct at least four project team meetings throughout the project duration <br />and include key City staff as well as key sub consultants/contractors. <br />The Consultant shall submit an initial schedule with pertinent milestones for the major tasks <br />involved in the Project. The schedule shall be updated monthly, or more often, as required. <br />Task 2 — Preliminary Engineering Services: <br />It will be incumbent upon the Consultant to find and review all records, including, but not limited to <br />the previously referenced "as -built" drawings and the most recent dive reports, if any. The <br />Consultant shall also conduct interviews with appropriate City engineering and operations staff. <br />City staff will assist in the records search as time permits. <br />Task 3 — Field Inspection Services: <br />The Consultant shall provide all labor, equipment, materials and incidentals necessary to perform <br />Inspection of the interior and exterior of the existing reservoirs, including reservoir appurtenances. <br />Investigation will include exterior observation of above grade walls, roof and appurtenances, may <br />require the exposing of the existing pre -stressing, where required, (Contractor or registered <br />engineer will need to specialize in the appropriate AWWA requirements for the type of tank) and <br />determined by visual inspection and shotcrete sounding based on areas showing signs of <br />possible distress. Extreme care shall be taken not to damage the existing prestressing when <br />removing any material. Any areas that are chipped will be patched within 24 hours with <br />appropriate material. Interior inspection will include observations of the floor, walls, any exposed <br />footings, underside of roofs, pipes, appurtenances and confirmation of as -built tank dimensions <br />(wall height and inside diameter). <br />Inspections will be conducted while the reservoir is drained where applicable. A separate <br />inspection while the reservoir is in operation with water up to the maximum operational level <br />present in the tank. The Consultant shall provide its own small boat or inflatable raft for use in <br />entering all tanks where water is present. When entering confined spaces, the Consultant shall <br />meet all safety requirements in accordance with Cal -OSHA, Title 8, General Industry Safety <br />Orders, Group 16, Article 108 (Confined Space Entry), Group 26 (Diving Operations), Article 152, <br />153 and other applicable sections. All Consultant staff entering the reservoirs must be certified in <br />Confined Space Entry and follow any California Department of Public Health (DPH) requirements <br />and American Water Works Association (AWWA) standards pertaining to disinfection of <br />personnel entering potable water reservoirs. <br />Where diving is required, the Consultant shall meet all applicable safety requirements and DPH <br />and AWWA standards. <br />Conduct pH testing of the concrete in sufficient locations to make an appropriate engineering <br />judgment of its condition. <br />City of Santa Ana - RFP 19-107 <br />ENGINEERING SERVICES FOR SEISMIC AND STRUCTURAL ASSESSMENT OF THE CITY'S POTABLE WATER <br />STORAGE RESERVOIRS <br />
