He <br />has also administered and managed various financial studies related to water supply. <br />operational utility costs, weighted average of pumping costs, connection fees for <br />regulatory compliance, utility demand analysis and forecasting, rate structures. Prop. <br />218 compliance, billing system requirements, conservation, and AMR/AMI meter reading <br />systems. Under his management, the Southern California Gas Company and Southern <br />California Edison recognized Huntington Beach as being one of the best operated and <br />maintained utility divisions. <br />Project Experience <br />Arrange County Water District, Annexation <br />In 2013, Orange County Water District (OCWD) retained BRADY to facilitate multi -agency <br />discussion on a large annexation request from (3) member agencies. Mr. Johnson acted <br />as the facilitator, bringing all (19) member agencies to consensus on these annexation. <br />Mr. Johnson conducted a series of meetings with all agencies, developed a "cost neutral" <br />concept and annexation conditions that lead to agreements with the (3) requesting <br />agencies excepted. The annexations in question had been in the development stages for <br />over 15+ years. BRADY, in cooperation with OCWD and its member agencies were able <br />to present contracts that led to a unammous vote of the OCWD Board excepting the <br />annexations as requested. <br />Poseidon Resources Huntington Beach 50 MGD Dosalinstion Project, Phase J. and 2. <br />BRADY was selected to study distribution and demand scenarios for the distribution and <br />sale of 50 MGD of desalinated water. The study was completed under a contract with <br />the Municipal Water District of Orange County. Mr. Johnson acted as the Project <br />Manager for the development of distribution scenarios. Mr. Johnson met with potential <br />end users to identify institutional concerns and mitigation measures. Phase 2 required <br />Brady to perform a cost analysis of the different distribution scenarios. BRADY was able <br />to develop distribution scenarios that realized all 50 MGD to be used by local agencies. <br />These scenarios saved millions of dollars in construction costs. In 2015, Orange County <br />Water District (OCWDi retained the services of BRADY to work with their staff to develop <br />distribution scenarios if OCWD was to take the entire 50 MGD into its existing system or <br />within its member agencies. Mr. Johnson was assigned to this ongoing task that is <br />scheduled to go before the Board in the summer of 2016. <br />Technical Advisor/QA/QC Manager - Reservoir No. 2 Rehabilitation Project; Client City <br />Fountain Valley, CA <br />BRADY was selected to provide design services for the City of Fountain Valley's Reservoir <br />No. 2 rehabilitation project. Reservoir No. 2 is a buried 5 million -gallon prestressed <br />concrete tank constructed in 1971 and is located within a City park. The project <br />consisted of two phases. BRADY provided civil, structural, architectural and mechanical <br />design services to extend the useful life of the tank. Howard Johnson provided review of <br />all design documents and subject matter expertise on the selection of pumps, motors, <br />and operating system.
