Adopt a plan for the allocation and implementation of $535,000 in federal and <br />state funding to respond to the coronavirus (“COVID-19”) pandemic including <br />$360,000 in 25% Dislocated Worker funds and an estimated $175,000 in <br />COVID-19 National Dislocated Worker Grant, Employment Recovery funds. <br /> <br />2. Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2020-180 - Recognizing 25% <br />Dislocated Worker grant funds from the State of California, Employment <br />Development Department to provide support services to underserved COVID- <br />19 impacted individuals in the amount of $360,000 in revenue account and <br />appropriating same to expenditure account. <br /> <br />3. Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2020-181 - Recognizing National <br />Dislocated Worker Grant, Employment Recovery funds from the State of <br />California, Employment Development Department to provide re-employment <br />and training services to COVID-19 impacted individuals in an amount not to <br />exceed $175,000 in revenue account and appropriating same to expenditure <br />account. <br /> <br />4. Direct the City Attorney to prepare and authorize the City Manager to enter <br />into negotiations, execute agreements, and approve any other required <br />actions necessary with various service providers, contractors, and <br />subrecipients, who will implement the WIOA COVID-19 Response Funding <br />Plan, subject to non-substantive changes approved by the City Manager and <br />City Attorney. <br /> <br />This Consent Item was approved - Agreement No. 2020-097 <br /> <br />20B. APPROVE AN APPROPRIATION ADJUSTMENT FOR THE CONSTRUCTION <br />OF NEW PARKS AT STANDARD/ MCFADDEN AND RAITT/MYRTLE FUNDED <br />BY STATE GRANT FUNDS AND ACQUISITION AND DEVELOPMENT FUNDS <br />IN THE AMOUNT OF $5,240,928 (NON-GENERAL FUND) - Parks, Recreation, <br />and Community Services Agency <br /> <br />1. Approve an appropriation adjustment. (Requires five affirmative votes). <br />APPROPRIATION ADJUSTMENT NO. 2020-175 - Recognizing $3,600,000 <br />in grant revenue from the State of California, record $400,000 in acquisition <br />and development funds from District 3 that was received in a previous year <br />and appropriate $4,000,000 into the corresponding expenditure accounts <br />(Parks, Recreation, and Community Services Agency Capital Grant Fund and <br />Acquisition & Development Fund-District 3) for the construction of a new park <br />at Standard Avenue and McFadden Avenue. <br /> <br />2.
