L S A FAIRVIEW BRIDGE REPLACEMENT AND STREET IMPROVEMENTS <br />(9TH STREET TO 16TH STREET( PROJECT INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />SANTA ANAL CALIFORNIA MAY 2020 <br />Therefore, groundborne vibration and noise impacts generated by construction equipment <br />would be less than significant. No mitigation measures are required. <br />Operation. Once operational, the proposed Project would generate a minimal amount of <br />additional traffic, and regional traffic trips are expected to remain the same. Roads are not <br />typically major sources of groundborne noise or vibration. Groundborne vibration is mostly <br />associated with passenger vehicles and trucks traveling on roads with poor conditions (e.g., <br />potholes, bumps, expansion joints, or other discontinuities in the road surface). Vibration effects <br />of passenger vehicles and trucks (e.g., rattling of windows) are almost always a result of <br />airborne noise. <br />The proposed Project would consists of asphalt pavement that was resurfaced in August 2018. <br />As a result, there are no potholes, bumps, or other discontinuities in the road surface that would <br />generate groundborne vibration or noise impacts from vehicular traffic traveling on Fairview <br />Street. Therefore, groundborne vibration and noise impacts generated by vehicles traveling <br />through the Project area would be less than significant. No mitigation is required. <br />c. For a project located within the vicinity of a private airstrip or an airport land use plan or, where <br />such a plan has not been adopted, within 2 miles of a public airport or public use airport, would <br />the project expose people residing or working in the project area to excessive noise levels? <br />No Impact. The closest airport to the Project site is John Wayne Airport, which is located <br />approximately 6.6 mi southeast of the Project site; however, the Project site is not located within <br />the Airport Land Use Plan. The proposed Project would not expose people residing or working in the <br />Project area to excessive noise levels from aircraft noise because the Project site is located more <br />than 2 mi from John Wayne Airport, the Project site is not located within an Airport Land use Plan, <br />and the proposed Project would not involve the introduction of residential or employment uses in <br />the Project area. There would be no impact, and no mitigation is required. <br />3.13.3 Mitigation Measures <br />Mitigation Measure NOI-1 Construction Noise Control. During construction, the Construction <br />Contractor will implement the standard noise controls provided <br />below and will adhere to City of Santa Ana (City) Municipal Code <br />construction noise restrictions. The Construction Contractor will <br />provide the City Public Works Director or designee with <br />documentation that the following requirements were adhered to <br />during construction activities: <br />• During all Project area excavation and on -site grading, the <br />Project contractors will equip all construction equipment, fixed <br />or mobile, with properly operating and maintained mufflers <br />consistent with manufacturers' standards. <br />3-84 7 513MEJ01IS8D\Final ISMND\Fairview Street Bridge Final ISMND.docx (OS/26/20) <br />
