To be consistent with the Orange County Master Plan of Arterial Highways and the <br />City's General Plan Circulation Element, these proposed improvements require the widening of the adjacent <br />roadway segment along Fairview Street between 9th Street and 16th Street in order to extend these proposed <br />features north of 9 b Street. <br />WHAT IS <br />To enhance safety, mobility, and overall quality of life in the neighborhood, the City proposes to replace and <br />BEING <br />widen Fairview Street bridge crossing Santa Ana River and the adjacent roadway segment to accommodate <br />PLANNED? <br />the addition of a bike lane and a third lane in each direction. The new bridge will include a complete bridge <br />deck with barrier rails, sidewalks, bicycle lanes, a raised median, and lighting. <br />POTENTIAL <br />The City of Santa Ana (City), which is the California Environmental Quality Act (CEQA) lead agency, has <br />ENVIRON- <br />prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) in accordance with the CEQA <br />MENTAL <br />guidelines for the proposed improvement of Fairview Street between 19`b Street to 16'b Street in the City of <br />IMPACTS <br />Santa Ana. The IS/MND analyzed the following environmental resource areas: air quality, cultural resources, <br />geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, <br />land use, noise, population and housing, transportation and traffic, and utilities and service systems. The <br />Draft IS/MND analysis identified that the proposed project would result in minimal environmental impacts <br />related to noise, air quality and traffic during construction. All impacts were found to be less than significant <br />with mitigation measures incorporated. The City will assist impacted property owners to relocate pursuant <br />to the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 during the right- <br />of-way phase. <br />WHERE TO <br />Due to the COVID-19 outbreak, all City municipal government buildings are closed to the public effective March <br />REVIEW <br />18, 2020. The purpose of the <br />HOW TO <br />public review and comment period is to afford interested parties the opportunity to provide their input on the <br />COMMENT? <br />adequacy of the environmental document. Comments will be accepted until 5 PM on May 6, 2020.
