L S A FAIRVIEW BRIDGE REPLACEMENT AND STREET IMPROVEMENTS <br />(9TH STREET TO 16TH STREET( PROJECT INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />SANTA ANAL CALIFORNIA MAY 2020 <br />(GSAs), which are required to adopt Groundwater Sustainability Plans to manage the sustainability <br />of the groundwater basins. SIGMA provides authority for agencies to develop and implement <br />groundwater sustainability plans (GSPs) or alternative plans that demonstrate the basin is being <br />managed sustainably. <br />The Project site is located within the Coastal Plain of Orange County Groundwater Basin (Basin 8-1), <br />which underlies the Lower Santa Ana River Watershed. For regulatory purposes, the Santa Ana <br />RWQCB divides the Coastal Plain of Orange County Groundwater Basin into three Groundwater <br />Management Zones. The Project area is within the Orange County Groundwater Management Zone. <br />On January 1, 2017, the Orange County Water District, City of La Habra, and Irvine Ranch Water <br />District submitted the Basin 8-1 Alternative to the California Department of Water Resources. The <br />Basin 8-1 Alternative presents an analysis of basin conditions that demonstrates that Basin 8-1 has <br />operated within its sustainable yield over a period of at least 10 years. In addition, the Basin 8-1 <br />Alternative establishes objectives and criteria for management that would be addressed in a GSP <br />and is designed to be "functionally equivalent" to a GSP. As shown in the Basin 8-1 Alternative, Basin <br />8-1 has been operated within its sustainable yield for more than 10 years without experiencing <br />significant and unreasonable lowering of groundwater levels, reduction in storage, water quality <br />degradation, seawater intrusion, inelastic land subsidence, or depletions of interconnected surface <br />water that have significant and unreasonable adverse impacts on beneficial uses of the surface <br />water.41 <br />As discussed in Response 3.10.2(a), with implementation of Mitigation Measures HYDRO-1 through <br />HYDRO-3, the proposed Project would comply with the Construction General Permit and Municipal <br />NPDES Permit and implement construction and operational BMPs to reduce impacts to water <br />quality. The proposed Project's adherence to the regulatory standards and implementation of BMPs <br />would ensure that potential construction and operational impacts related to the degradation of <br />water quality would be less than significant. Therefore, the proposed Project would not conflict with <br />or obstruct implementation of a water quality control plan with implementation of Mitigation <br />Measures HYDRO-1 through HYDRO-3. The proposed Project would not substantially deplete <br />groundwater supplies or interfere with groundwater recharge; therefore, it would not obstruct or <br />conflict with a sustainable groundwater management plan, and no mitigation is required. <br />3.10.3 Mitigation Measures <br />Mitigation Measure HYDRO-1 Construction General Permit. Prior to commencement of <br />construction activities, the City of Santa Ana (City) Public Works <br />Director or designee shall obtain coverage under the National <br />Pollutant Discharge Elimination System (NPDES) General Permit for <br />Storm Water Discharges Associated with Construction and Land <br />Disturbance Activities (Construction General Permit) NPDES No. <br />CAS000002, Order No. 2009-0009-DWQ, as amended by Order No. <br />2010-0014-DWQ and Order No. 2012-0006-DWQ, or any other <br />41 Orange County Water District, City of La Habra, and Irvine Ranch Water District. 2017.
