L w FAIRVIEw BRIDGE REPLACEMENT AND STREET IMPROVEMENTS INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />`J' (JTH STREET TO 16TH STREET) PROJECT <br />MAY 2020 <br />SANTA ANAL CALIFORNIA <br />b. Would the project, due to slope, prevailing winds, and other factors, exacerbate wildfire risks, <br />and thereby expose project occupants to pollutant concentrations from a wildfire or the <br />uncontrolled spread of a wildfire? <br />No Impact. As stated previously, the Project area is not located in or near a VHFHSZ nor is it located <br />in or near a State Responsibility Area. Therefore, the proposed Project would not exacerbate <br />wildfire risks due to slope and prevailing winds, thereby exposing Project occupants to pollutant <br />concentrations from a wildfire or the uncontrolled spread of a wildfire. There would be no impact, <br />and no mitigation is required. <br />c. Would the project require the installation or maintenance of associated infrastructure (such as <br />roads, fuel breaks, emergency water sources, power lines or other utilities) that may exacerbate <br />fire risk or that may result in temporary or ongoing impacts to the environment? <br />No Impact. Utility modifications and the proposed roadway improvements would not exacerbate <br />fire risk due to the location of the Project in an urban area outside of a designated fire hazard zone. <br />Therefore, the proposed Project would not require the installation or maintenance of associated <br />infrastructure (such as roads, fuel breaks, emergency water sources, power lines, or other utilities) <br />that would exacerbate fire risk or result in temporary or ongoing impacts to the environment. There <br />would be no impact, and no mitigation is required. <br />d. Would the project expose people or structures to significant risks, including downslope or <br />downstream flooding or landslides, as a result of runoff, post fire slope instability, or drainage <br />changes? <br />No Impact. Landslides and other forms of mass wasting, including mud flows, debris flows, and soil <br />slips, occur as soil moves downslope under the influence of gravity. Landslides are frequently <br />triggered by intense rainfall or seismic shaking but can also occur as a result of erosion and <br />downslope runoff caused by rain following a fire. As previously discussed in Response 3.7.2(a)(iv), <br />the proposed Project would not introduce any new topographical features or elements that would <br />increase the risk of landslide within the Project vicinity. Furthermore, as stated previously, the <br />Project is not located in or near a VHFHSZ nor is it located in or near a State Responsibility Area. <br />Therefore, the proposed Project would not expose people or structures to significant risks, including <br />downslope or downstream flooding or landslides, as a result of runoff, postfire slope instability, or <br />drainage changes.
