L w FAIRVIEw BRIDGE REPLACEMENT AND STREET IMPROVEMENTS INITIAL STUDY/MITIGATED NEGATIVE DECLARATION <br />J' (9TH STREET TO 16TH STREET) PROJECT <br />MAY 2020 <br />SANTA ANAL CALIFORNIA <br />would reduce traffic congestion and improve safety for motorized and nonmotorized travel. Other <br />impacts are minor and would not be considered cumulatively considerable because they would be <br />addressed through compliance with mitigation measures described throughout this document and <br />regulatory requirements. Therefore, with mitigation incorporated, the proposed Project would not <br />have impacts that are individually limited but cumulatively considerable. <br />c. Does the project have environmental effects which will cause substantial adverse effects on <br />human beings, either directly or indirectly? <br />Less Than Significant with Mitigation Incorporated. Implementation of the proposed Project has <br />the potential to result in significant impacts related to air quality, biological resources, cultural <br />resources, geology and soils, hazards and hazardous materials, hydrology and water quality, noise, <br />transportation, and utilities and service systems, which could indirectly impact human beings. <br />However, with the exception of transportation, these impacts are related to construction activities, <br />which are temporary and would cease once the project is operational. In addition, implementation <br />of the mitigation measures described throughout this document would reduce all potential impacts <br />to less -than -significant levels.
