INITIAL STUDY/MITIGATED NEGATIVE DECLARATION FAIRVIEw BRIDGE REPLACEMENT AND STREET IMPROVEMENTS w <br />MAY 2020 (9TH STREET TO 16TH STREET) PROJECT `J" <br />SANTA ANA. CALIFORNIA <br />Importance. Therefore, implementation of the proposed Project would not result in the conversion <br />of Prime Farmland, Unique Farmland, or Farmland of Statewide Importance, as shown on the <br />Orange County Important Farmland Map, to a nonagricultural use. The proposed Project would not <br />convert any farmland to a nonagricultural use. Therefore, there would be no impact, and no <br />mitigation is required. <br />b. Would the project conflict with existing zoning for agricultural use, or a Williamson Act contract? <br />No Impact. The Project area consists of low -density residential, open space, and general commercial <br />land uses as designated by the City General Plan Land Use Element.' There are no agricultural uses <br />on or in the vicinity of the Project area. In addition, the Project area is not enrolled in a Williamson <br />Act contra ct.4 Therefore, the proposed Project would not conflict with any zoning for agricultural <br />uses or any Williamson Act contract, and no impacts would occur. No mitigation is required. <br />c. Would the project conflict with existing zoning for, or cause rezoning of, forest land (as defined in <br />Public Resources Code Section 12220(g)), timberland (as defined by Public Resources Code <br />Section 4526), or timberland zoned Timberland Production (as defined by Government Code <br />Section 51104(g))? <br />No Impact. As stated above, the Project area consists of low -density residential, open space, and <br />general commercial land uses. The Santa Ana River, which runs directly underneath the Fairview <br />Street bridge, is zoned for open space use. As stated above, no land on or in the vicinity of the <br />Project area is zoned for agricultural uses. There are no existing agricultural or farmland operations <br />on the Project site or in the surrounding area. Therefore, the proposed Project would not conflict <br />with existing zoning for forest land or timberland, and no impacts would occur. No mitigation is <br />required. <br />d. Would the project result in the loss of forest land or conversion of forestland to non forest use? <br />No Impact. As stated above, no land on or in the vicinity of the Project area is zoned for forest land. <br />Therefore, the proposed Project would not result in the loss of forest land or the conversion of <br />forest land to nonforest use, and no impacts would occur. No mitigation is required. <br />e. Would the project involve other changes in the existing environment which, due to their location <br />or nature, could result in conversion of Farmland, to non-agricultural use or conversion of forest <br />land to non forest use? <br />No Impact. As stated above, no land on or in the vicinity of the Project site is zoned for agricultural <br />or forest land. The proposed Project would not include other changes in the existing environment <br />that would result in conversion of farmland to nonagricultural use, or forest land to nonforest use. <br />Therefore, no impacts would occur.
