CALIFORNIA <br />maintenance, staging, dispensing of fuel or oil, or any other such <br />activities shall occur in designated upland areas. The designated <br />upland areas shall be located in such a manner as to prevent any <br />spill runoff from entering Waters of the United States and other <br />jurisdictional waters. Silt fencing and straw wattle shall be placed in <br />such a manner that they are able to catch or filter sediment or other <br />construction -related debris to prevent it from entering aquatic <br />areas, where necessary. All construction -related debris and trash <br />shall be disposed of or secured to prevent any such waste from <br />entering aquatic areas. <br />Mitigation Measure BIO-9 Invasive Species. In order to prevent the spread of invasive species <br />(Executive Order 13112), the Construction Contractor shall ensure <br />that any plants removed or soil disturbed during the course of <br />construction are contained and properly disposed of off site. All <br />mulch, topsoil, seed mixes, or other plantings used during <br />landscaping activities and any erosion -control BMPs implemented <br />shall be free of invasive plant species seeds or propagules.
