During the Construction phase of the Project, IMPLAN estimates that the direct, indirect, and induced impacts of
<br />Project construction would support 4,454 jobs and generate over $795 million of total economic output for Orange
<br />County, with 2,491 jobs and over $498 million in economic output occurring within the City of Santa Ana.
<br />Employment and output estimates for construction offer insight into the cumulative economic impacts of construction
<br />during the construction phase. For the construction phase, employment represents Full Time Equivalencies (FTE),
<br />while for the operations phase, employment includes all wage and salary employees, as well as proprietors. (This is
<br />the same methodology used by the BEA and BLS'.) Thus, construction impacts are one-time impacts, while ongoing
<br />operations impacts can be interpreted as recurring annual impacts.
