DISCUSS AND CONSIDER DIRECTING THE CLERK OF THE COUNCIL TO <br />ALLOW FOR PUBLIC COMMENTS ON AGENDA ITEMS VIA TELEPHONE AS <br />WELL AS IN PERSON IN AN EFFORT TO ENCOURAGE CIVIC <br />ENGAGEMENT WHILE THE LOCAL STATE OF EMERGENCY DUE TO <br />COVID-19 IS IN PLACE - Councilmembers Penaloza and Sarmiento <br /> <br />Council discussion ensued and direction provided to staff. <br /> <br />Councilmember Penaloza spoke in favor of giving the public options to participate <br />in council meetings. <br /> <br />Councilmember Sarmiento expressed support for the City Manager, Clerk of the <br />Council and Information Technology Director to access additional technical <br />support via COVID-19 funds to ensure the public's right to be heard. <br /> <br />Mayor Pulido expressed concern with in-person meetings due to the current <br />pandemic state declared by Governor. <br /> <br />Councilmember Bacerra in support of being a leader in transparency by allowing <br />residents an opportunity to express their comments on all items at the beginning <br />of the meeting with the exception of public hearing items. <br /> <br />CITY COUNCIL MINUTES 11 JULY 21, 2020 <br /> <br />
