ar Proposal to Provide <br />Community Workforce Agreement Professional Administrative Services <br />d. Understanding of Need <br />We see three core responsibilities under this assignment: (1) managing labor relations; (2) <br />coordinating the CWA's innovative workforce development and employment programs; and <br />(3) monitoring and reporting on the efficacy of the CWAand the local and targeting hiring <br />programs. In this section, we will outline our methodology and demonstrate our <br />understanding and ability to undertake and accomplish the required services. <br />We understand the needs of the City, the CWA's unique local hiring requirements, and the <br />responsibilities of the Coordinator. The City's CWA has strong local hire goals, Including <br />Local Resident and Veteran goals. We have developed methods and practices to achieve <br />these objectives based on our work at other public agencies. <br />We'll come prepared on day one with our research, relationships, and lessons learned. The <br />backbone of our services to the City include: <br />• Managing and interpreting the CWA <br />• Educating contractors (prior to work and ongoing) and facilitating communication <br />• Monitoring via our regular, highly visible onsite presence <br />• Mediating contractor dispute/delinquencies and effectively managing their <br />resolution <br />• Enhancing stakeholder relationships with the Trades, contractors, and City staff <br />• Establishing accurate appraisals of manpower throughout the region <br />• Reporting to the City's CWA Administrator and project managers, and City Council <br />• Managing staff member assignments to provide cost efficiencies <br />Based on our experience, the City's three core responsibilities for the CWA Coordinator are <br />best achieved through a focus on the following: <br />Managing and Interpreting the CWA. In deciding to pursue this assignment, we have <br />analyzed the City's CWA and identified several key issues that are comparatively unique, <br />might require additional attention during implementation, or can be leveraged to ensure <br />the program's success for all stakeholders. Some of these aspects include: <br />• Applicability of the CWA to a diverse portfolio of relatively small projects <br />requiring special attention to ensure cost efficient administration. <br />• Use of a zip -code delimited and multi -tiered definition of 'local residents' <br />including veterans requiring additional efforts at certifying the status of workers. <br />• Core Employees are required to be Orange County Residents, which from our <br />experience will require additional attention due to the challenge this can present <br />for non -local non -union contractors. <br />016P 131 N.
