K'j.• <br />Proposal to Provide <br />Community Workforce Agreement Professional Administrative Services <br />• Contact with potential worker sources such as apprenticeship programs, <br />WorkSource Centers, and veterans' programs to identify workers from targeted <br />populations and establish a pipeline to apprenticeship and to contractors as <br />necessary <br />• Contact with contractors regarding hiring requirements to assure that <br />procedures are being followed and that dispatched workers are meetingjob <br />needs <br />• Assistance with apprentice fairs and hiring events, Including scheduling, event <br />advertisement, staffing, and presentations, to warrant that targeted workers are <br />aware of opportunities and have accessto the pipeline for employment on <br />covered projects <br />• Worker referrals as necessary to unions, contractors, or apprenticeship <br />programs, to maximize availabilityand usage of targeted workers <br />• Communication with unions, including answering questions about site access, <br />job schedules, job assignments, fringe benefit enrollment, identifying CWA- <br />covered work on site, and other potential issues <br />• Collection and maintenance of payroll documentation, including Certified Payroll <br />Records (CPRs), Fringe Benefit Statements, and union Trust Fund Reports <br />• Proactive investigation and enforcement to assure that small underpayment, <br />classification, apprenticeship, or other issues do not escalate to the point where <br />grievances or USE complaints are necessary <br />• Grievance resolution assistance including regular contact with both sides, <br />provision of helpful information and explanation of CWA provisions, and <br />meetings as necessary to resolve grievances at the lowest possible level <br />• Worker utilization data collection and presentation in a manner that is timely <br />and accurate <br />• Attendance at Board meetings and study sessions as requested to give <br />information or advice to assist the Board in setting policy <br />• Reporting to District on activities as required, including monthly activity reports, <br />and responding to specific requests <br />3.
