I. INTRODUCTION / PROJECT DESCRIPTION <br />Nature of Work: <br />The City of Santa Ana is seeking qualified engineering firms to design a variety stormwater <br />projects on an as -needed or "on -call" basis. A detailed Scope of Work is included in the <br />Appendix of this RFP as Attachment 1. <br />Number of Proposals and Signature: <br />Five (5) hard copies are required to accompany an electronic submittal of the complete <br />proposal package on PlanetBids. One of the hard copies shall be marked as "ORIGINAL" <br />and be signed by a company official with the power to bind the company, and <br />submitted to the City of Santa Ana. Please be explicit in identifying the appropriate <br />person with legal authority to bind the company. <br />The Statement of Qualifications shall be limited to a maximum of (10) double -sided <br />pages (excluding front and back covers, section dividers and attachments such as <br />resumes, forms). Font size shall be minimum 11-point Anal. Proposal exhibits shall be <br />maximum 11" x 17". <br />Proposal Evaluation and Rating: <br />The criteria for evaluating the proposals submitted is shown below: <br />Relevant Project Experience <br />40% <br />Firm/Team Experience <br />30% <br />Understanding of Need <br />25% <br />References <br />5 % <br />The City has established a proposal review committee to evaluate proposers based on the <br />response to this REP, which includes adherence to outlined directions and format, and the <br />City evaluation criteria set forth above. A final score will be calculated for each <br />submitted proposal and used to rank the proposers. <br />After ranking, cost negotiations may begin with the most qualified consultant and only <br />their cost proposal will be opened. Should negotiations fail or result in a price that the City <br />does not consider fair and reasonable, negotiations will be formally terminated and the City <br />will then undertake negotiations with the second most qualified consultant. If the <br />negotiations with the second most qualified firm are not successful, negotiations with the <br />third most qualified consultant, and so on, until the price is determined to be fair and <br />reasonable by the City. <br />City of Santa Ana Page 4 <br />
