Clint Boschen <br />Mapping/Sampling/Monitoring/Analysis <br />Mr. Boschen has more than 23 years of professional experience <br />providing technical and program management support to federal, <br />state, and local water resource agencies. He leads Tetra Tech's <br />TMDL, water quality, and stormwater management support for <br />municipalities in southern California, USEPA Region 9, State and <br />Regional Water Quality Control Boards, and other organizations. <br />He is also the Program Manager for Tetra Tech's watershed, water <br />quality, monitoring, engineering, and regulatory on -call support to <br />Orange County Public Works. Key projects include Bacteria TMDL <br />development for Orange County watersheds and stormwater BMP <br />analyses to support a regional cost -benefit analysis study, Santa Ana <br />MS4 permit support including recommendations for streamlining the <br />Dry Weather Monitoring (DWM) program, watershed planning, and <br />development of a Comprehensive Human Waste Source Reduction <br />Strategy. Other projects include ongoing MS4 regulatory and policy <br />support, development of watershed plans and reasonable assurance <br />analyses throughout southern California, TMDL development and <br />modeling studies, and BMP planning/design. He has extensive <br />technical experience designing monitoring studies, developing <br />and applying water quality and hydrologic models, BMP modeling, <br />strategic planning and compliance evaluations, and providing MS4 <br />permit support. <br />Multi -discipline Watershed and Regulatory Support, Orange <br />County Public Works. Program Manager for Tetra Tech's watershed, <br />water quality, monitoring, engineering, and regulatory on -call support to <br />Orange County. Support to date has included development of the South <br />Orange County WQIP, focusing on development of the Monitoring and <br />Assessment Program (MAP) and Adaptive Management Approach. <br />Completed development of a spreadsheet -based WQIP Implementation <br />Guide that will be used to facilitate coordination between the County and <br />other agencies and developed a hydromodification Quality Assurance <br />Project Plan (HMP QAPP) for Rancho Mission Viejo. Also developed <br />recommendations to streamline the Dry Weather Monitoring (DWM) <br />program for North Orange County and supported watershed planning <br />efforts. <br />Comprehensive Human Waste Source Reduction Strategy <br />(CHWSRS), Orange County Public Works, CA.
