NICOLE DUBOIS LSA <br />PRINCIPAL / ENVIRONMENTAL PLANNING <br />Irvine Ranch Water District, San Joaquin Reservoir Filtration Facility <br />Newport Beach, California <br />Ms. Dubois Principal in Charge and Project Manager responsible for preparation of an IS/MND and related <br />technical studies for this project. The Irvine Ranch Water District proposes to construct a filtration facility at the <br />existing San Joaquin Reservoir located south of Bonita Canyon Drive in Newport Beach. The IS/MND was <br />circulated for public review in June 2020. Subsequent to circulation of the IS/MND, IRWD made some <br />modifications to the proposed Project. IRWD intends to recirculate the IS/MND for public review in fall 2020. <br />Irvine Ranch Water District, Eastwood Recycled Water Pump Station <br />Irvine, California <br />Ms. Dubois was the Principal in Charge and Project Manager responsible for preparation of an IS/MND and <br />related technical reports for the Eastwood Recycled Water Pump Station Project. The Project will ultimately <br />house 14 pumps within one building and include the installation of three surge tanks, installed slightly below <br />grade, with a roof structure. The project's purpose is to meet increasing demand in the Irvine Ranch Water <br />District's Zone B and Zone C recycled water service areas, provide a high degree of operational flexibility, and <br />maximize the use of recycled water. Construction will include a concrete foundation, concrete masonry unit <br />block building, lighting, connections to existing recycled water lines within the adjacent roadway, new recycled <br />water lines within the adjacent roadway, storm water drainage infrastructure (e.g., curb and gutter), and <br />installation of asphalt concrete for parking. The IS/MND was adopted in January 2018, and the project was <br />approved. <br />South Coast Water District, Upper and Lower Niguel Shores Meter Improvement Projects <br />Dana Point, California <br />Ms. Dubois is the Project Manager for the South Coast Water District (SCWD) on -call environmental services <br />contract with LSA. As part of the contract, LSA prepared Categorical Exemption (CE) memoranda for both the <br />Upper and Lower Niguel Shores Meter Improvement Projects on two sites in Dana Point. The CE memoranda <br />describe why the two projects are exempt from the requirements of CEQA pursuant to State CEQA Guidelines <br />Sections 15301 and 15302, respectively. The Upper Niguel Shores Meter Improvement Project involved the <br />replacement of valves, piping, and a recycled water meter in an existing underground meter vault, and qualified <br />for a Class 2 exemption under CEQA. The Class 2 exemption coversthe replacement or reconstruction of existing <br />structures and facilities on the same site and with substantially the same purpose and capacity as the structure <br />replaced. The Lower Niguel Shores Meter Improvement Project involved the construction of a new underground <br />meter vault including valves, piping, and a recycled water meter, and qualified for a Class 1 exemption under <br />CEQA. The Class 1 exemption covers the operation, repair, maintenance, permitting, leasing, licensing, or minor <br />alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, <br />involving negligible or no expansion of use beyond that existing atthe time of the lead agency's determination. <br />The SCWD Board of Directors approved the projects in June 2018, and LSA filed Notices of Exemption on behalf <br />of SCWD in July 2018. <br />South Coast Water District, Rehabilitation of Reservoir 1A and Reservoir RW-1 <br />Laguna Beach and Unincorporated Orange County, California <br />Ms. Dubois is the Project Manager for the South Coast Water District (SCWD) on -call environmental services <br />contract with LSA. As part of the contract, LSA prepared a Categorical Exemption (CE) support memorandum for <br />the rehabilitation of Reservoirs 1A and RW-1. Reservoir 1A is an aboveground storage tank reservoir at 21613 <br />Ocean Vista Drive in Laguna Beach. Reservoir RW-1 is an aboveground storage tank reservoir located at the <br />South Orange County Wastewater Authority Coastal Treatment Plant. LSA provided memorandums <br />documenting that proposed rehabilitation work for the reservoirs would be consistent with the existing use of <br />the project sites and would not include the expansion of the use beyond the existing condition, and that the <br />projects would not result in any specific or general exceptions to the use of a CE as detailed under State CEQA <br />Guidelines Section 15301. The SCWD Board of Directors approved both projects in September 2017, and LSA <br />filed the Notice of Exemptions on behalf of SCWD. <br />
