Contractor will comply with Section 3 of the I-Tousing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency. The Section 3 program requires that recipients of certain HUD financial assistance, to the greatest extent feasible, provide job training, employment, and contracting opportunities for low- or very -low income residents in connection with projects and activities in their neighborhoods. Contractor will certify the Section 3 Clause Attachment 3. Y. Contractor will adhere to the Federal Labor Standards Provisions Attachment 4, Z. Contractor agrees to provide a drug -free workplace and to execute a certification as set forth in Attachment 5. as, Pursuant to the conflict of interest requirements set forth in 24 CFR 570.611 and 2 CFR 200.112, Contractor certifies that no member, officer, employee, agent or assignee of CITY :having direct or indirect control o f any CDBG monies granted to the CITY, inclusive of the subject CDBG FUNDS, shall serve as an officer of Contractor. Further, any conflict or potential conflict of interest of any officer of Contractor shall be fully disclosed in writing prior to the execution of this Agreement and said writing shall be attached and deemed fully incorporated as a part hereof: Notice shall be sent by Contractor to CITY regarding any changes or modifications to its board of directors and list of officers.
