Environmental Analysis <br />Page 90 PlaceWorks <br />5.18 TRIBAL CULTURAL RESOURCES <br />5.18.1 Summary of Previous Environmental Analysis <br />Tribal Cultural Resources was not analyzed as a topic in the prior Certified EIR but was addressed in the <br />Cultural Resources topic. The Certified EIR found that the Approved Project’s location in the Santa Ana <br />floodplain and the limited number of Native American remains found or recorded in the immediate area, the <br />potential for finding buried prehistoric remains low. However, the possibility exists of unearthing prehistoric <br />remains with deeper excavations. The Certified EIR implemented mitigation measures CR -5 through CR-8 to <br />reduce the impact of to find to a less than significant level. <br />5.18.2 Impacts Associated with the Proposed Project <br />Would the Proposed Project: <br />Environmental Issues <br />Substantial <br />Change in Project Requiring Major EIR <br />Revisions <br />Substantial Change in <br />Circum-stances Requiring Major EIR <br />Revisions <br />New <br />Information Showing New or Increased Significant <br />Effects <br />Less Than Significant Impact/No Changes or <br />New Information Requiring Preparation of <br />an EIR No Impact <br />a) Would the project cause a substantial <br />adverse change in the significance of a <br />tribal cultural resource, defined in Public <br />Resources Code § 21074 as either a site, <br />feature, place, cultural landscape that is <br />geographically defined in terms of the size <br />and scope of the landscape, sacred place, <br />or object with cultural value to a California <br />Native American tribe, and that is: <br /> <br />(i) Listed or eligible for listing in the <br />California Register of Historical Resources, <br />or in a local register of historical resources <br />as defined in Public Resources Code <br />section 5020.1(k), or <br /> <br />(ii) A resource determined by the lead <br />agency, in its discretion and supported by <br />substantial evidence, to be significant <br />pursuant to criteria set forth in subdivision <br />(c) of Public Resources Code § 5024.1. In <br />applying the criteria set forth in subdivision <br />(c) of Public Resource Code § 5024.1, the <br />lead agency shall consider the significance <br />of the resource to a California Native <br />American tribe. <br /> x <br /> <br />5 - 144
