ED PLACEWORKS <br />TECHNICAL MEMORANDUM <br />DATE November 3, 2020 <br />To City of Santa Ana <br />CONTACT Selena Kelaher, AICP, Associate Planner <br />FROM William Halligan, Managing Principal, Environmental Services <br />SUBJECT Response to Comments Received on the V & Broadway Mixed -Use Project EIR <br />Addendum <br />PROJECT NUMBER SNIFF-19.0 <br />Per your request, we have prepared formal responses to the comment letter received on October 20, 2020 <br />from Palmieri, Hennessey & Leifer LLP, on the behalf of Coalition Against Santa Ana Irresponsible <br />Development which includes citizens of and property owners in Santa Ana including the owners of the <br />historic Spurgeon Building (202-212 West 4th Street, Santa Ana), herein referred to as the "Commenter." <br />This Response to Comments memo provides a written response to the comment letter on the 3rd & <br />Broadway Mixed -Use Project ("Proposed Project") included as Attachment A. The comment letter and <br />specific comments are given numbers for reference purposes (0-1 through 0-24). <br />Intro The Introduction provides an overview of the Commenter and the Commenter's position on the <br />Proposed Project. Please refer to Responses 0-1 through 0-24 below. <br />0-1 The Commenter states that the Addendum does not refer to the Spurgeon Building and its site by <br />name. <br />While the City acknowledges the Addendum does not mention the Spurgeon Building by name, the <br />Addendum does list the surrounding land uses and does provide environmental analysis of the <br />impacts of the Proposed Project on the surrounding area. Section 2.2.3 of the Addendum identifies <br />the surrounding land uses as residential, professional, commercial, industrial, and civic uses and <br />their environs. Specifically, the Addendum acknowledges that north of the Project Site are <br />commercial/retail uses. <br />The existing north -south pedestrian bridges between the existing parking structure and the <br />Spurgeon Building and Santa Ana Banquet Hall would be removed and a new guard rail will be <br />installed along the east -west stairways as part of the Proposed Project. No other changes to related <br />the stairway structures are proposed. The pedestrian bridges were constructed by the City in the <br />1980's and are not considered historic. No impacts to the existing Spurgeon Building are anticipated <br />as a result of project construction. <br />With regards to the placard honoring longtime Santa Ana downtown development director Roger <br />Kooi, the placard will be removed during construction and replaced within the public right-of-way <br />as part of the reconstructed Sycamore Street or relocated within the on -site plaza at the corner of <br />Third Street and Broadway. <br />3 MacArthur Place, Suite 1100 1 Santa A for�La.92707 1 714.966.9220 I PlaceWorks.com <br />
