He is <br />responsible for overseeing, managing, and coordinating the acquisition of real property, the relocation of <br />displaced persons and property; and the management of real property assets. Conner has planned, purchased, <br />and managed the necessary right of way for public and private projects as diverse as the the Feather River <br />West Levee Rehabilitation Project; the Sites Reservoir Project; Nevada County's Newtown Road Widening <br />Project and the California High -Speed Rail Project. With his varied and extensive right-of-way experience, <br />Conner has served on numerous Project Delivery Teams to ensure timely delivery of the necessary right of way <br />and prudent management of the real estate assets. He has served as an industry leader with the International <br />Right of Way Association for the past decade and is currently President of IRWA Chapter 27; Chair of the <br />International Public Agency Committee: and an IRWA-Certified Instructor. Mr. McDonald has had extensive <br />participation in the IRWA at the Local, regional and international Levels, and has twice been named Chapter 27 <br />Professional of the Yeac <br />Since 2017, Mr. McDonald has provided right-of-way consulting services in support of the initial. phases of the Sites <br />Project Authority's project development process, including public outreach: right-of-way project management; <br />systems development: and right-of-way policy and protocol. Conner has worked with the Project on efforts <br />ranging from initial community engagement to procedure development; and parcel research to field access, <br />including: property owner liaison and public outreach; stakeholder engagement, real-estate and right-of-way <br />engagement strategy and execution, real estate policy and protocol development in support of near -term Land <br />access for project development activities, and long-term acquisition for project delivery, impact analysis, cost <br />studies; budgeting, risk management, coordination of project teams - engineering, environmental, geotechnical. <br />California High -Speed Rail Project, Asset Management Lead, Senior Right -of -Way Agent <br />For over seven years, Mr. McDonald provided right-of-way consulting services for all phases of the project process, <br />including planning; public outreach, project management, valuation; negotiation; acquisition, relocation; leasing; <br />and property management.
