Chapter 10. Oversight personnel profiles and <br />standards <br />Who will fill our staff and volunteer positions within the oversight agency? <br />What background or qualifications should they have? <br />Being a successful practitioner of citizen oversight of law enforcement requires meeting <br />certain qualification standards and receiving ongoing training and professional <br />development. Training and work qualifications may be different for directors, <br />investigators, analysts, auditors, supervisors, and board members. <br />NACOLE has worked to legitimize police oversight as a professional field of study and <br />practice and facilitated the development of professional standards, including a Code of <br />Ethics, as well as core competencies and training guidelines for oversight practitioners. <br />The NACOLE website (www.nacole.org) provides a list of suggested training topics and <br />qualifications for full-time practitioners and volunteer board members, some of which <br />are available in the Appendix. Some of these recommended qualifications are <br />discussed in more detail below. <br />An agency director: <br />A. Must be innovative and possess good judgment, objectivity and integrity <br />B. Must be able to work effectively with a wide array of professional and elected <br />stakeholders as well as with a multicultural community <br />C. Should have exceptional communication skills and the ability to address both <br />community and institutional concerns <br />D. Must be able to manage people and organizations by setting goals, developing <br />and implementing programs, supervising and managing personnel, and <br />developing and managing a budget <br />E. Must be resilient and possess strong diplomatic skills <br />F. Must possess knowledge of general legal principals and statutory law, as well as <br />practices and procedures related to conducting investigations and administrative <br />hearings <br />G. Should have strong knowledge of the rules and regulations governing police <br />operations, organization and administration <br />65D-157 <br />
