Chapter 18. Ongoing Training and Professional <br />Development <br />What steps can we take to build on and enhance staff and volunteer skills, <br />knowledge, and abilities? <br />Every opportunity to advance the knowledge and skills of staff and volunteers is a wise <br />investment. Experts from other jurisdictions or organizations like NACOLE can provide <br />basic and advanced training initially, at least until systems are developed locally to <br />ensure that oversight meets local needs. <br />It is also recommended that as many staff and supporters as possible attend any <br />training conferences that may be offered in other countries, states, or jurisdictions. <br />Who should attend training events? <br />1. Oversight agencies, their members, and staffs <br />2. Elected officials and other representatives of local governments <br />3. Members of civic, civil rights, and other advocacy groups that seek to <br />promote greater police accountability <br />4. Law enforcement agencies and their staffs that seek to learn more about <br />citizen oversight and that also want to broaden their knowledge of police <br />accountability issues <br />5. Academics, researchers, and students who are conducting or planning to <br />conduct research in this area <br />6. Journalists and others interested in learning more about citizen oversight <br />developments in the United States and abroad <br />What kinds of technical assistance, advice, and training should be <br />offered to communities that want help? <br />The agency should develop and provide a clearinghouse of information for communities <br />that want to start up new oversight agencies or improve already existing ones. A <br />website that contains many useful resources and materials should be made available to <br />everyone. <br />Will training be required? <br />Training should be offered at multiple levels so that newcomers can access basic <br />information and experienced persons may take more advanced sessions aimed at the <br />enhancement of skills. <br />39 <br />65D-168 <br />
