Police Review Board <br />RECOMMENDATIONS (CONTINUED) <br />• Intervention strategies during an unfolding incident <br />A dynamic that interested us this year is how multiple officers might react differently to unfolding <br />events. We wondered about how — or how effectively — the Department prepares officers to <br />speak up or otherwise shift the momentum of an encounter that is going poorly or appears to be <br />breaking from policy and training. <br />OIR Group should evaluate the Department's current policy and training on the "duty to intercede" <br />when officers believe that incidents are unfolding problematically, and the Department should consider <br />developing strategies as needed for increasing the ability of such officers to intercede safely and <br />effectively. <br />• Contacts/Liaison with family members after critical incident <br />We recognize the lasting impact on family members and friends when a loved one has a fatal <br />encounter with the police. We met several individuals who had experienced such a loss <br />personally. Although there are no easy answers to many of the questions and criticisms we heard, <br />we do think there are attainable ways for APD to communicate more effectively and <br />compassionately in these situations. <br />The Department should evaluate and implement innovative strategies and contemporary best <br />practices for facilitating timely communication with, and other compassionate measures (such as <br />hospital visits) for, the immediate family members of individuals who have been critically injured or <br />killed in a police encounter. <br />• Parking Enforcement <br />Parking is one of the "everyday" issues that affect large groups of our residents — sometimes <br />creating hardships that affect low income neighborhoods and people to a disproportionate <br />extent. Although we learned APD has limited authority over many of these questions, we still think <br />this topic merits ongoing attention from both the Department and other city officials. <br />In light of the competing challenges involved with effective parking, zoning, and enforcement <br />regulations, the Department and City should regularly evaluate potentially disparate impacts of <br />enforcement and citation practices on densely populated neighborhoods and their residents. <br />Page 15 <br />65D-65 <br />
