jmf 11/21/20 <br />RESOLUTION NO. 2020-107 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA ADOPTING THE MITIGATED NEGATIVE <br />DECLARATION FOR THE SEPTIC TO GRAVITY SEWER <br />CONVERSION PROJECT <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In 2019, the City Council approved the annexation of a 24.79-acre area of <br />unincorporated County of Orange land that is generally located at the northeast <br />corner of Seventeenth Street and Tustin Avenue. <br />B. This area currently does not have sanitary sewer infrastructure, and developed <br />parcels rely on septic systems for their sewage. The City of Santa Ana does <br />not currently have potable water infrastructure in the area either, though an <br />agreement with the City of Tustin that is in effect allows Tustin to provide <br />potable water service to the area until the City installs the necessary <br />infrastructure to assume that service. <br />C. To address these issues, the City is proposing the Septic to Gravity Sewer <br />Conversion Project ("Proposed Project!). The Proposed Project involves the <br />installation of sewer mains and laterals to help transfer existing residences in <br />the annexed area from septic systems to the City's sewer system. The Project <br />would install approximately 670 linear feet of 8-inch sewer main within <br />Pasadena and Medford Avenue from Deodar Street to the west, including new <br />sewer laterals and sewer manhole improvements. The Project would assist <br />homeowners with the transfer of the private side connection to the public sewer <br />main. <br />D. The Proposed Project would also replace the outdated 6-inch water main and <br />laterals with a total of 2,300 linear feet of 8-inch water main, and transfer 50 <br />properties from City of Tustin water to the City of Santa Ana. <br />E. These sewer and water improvements would also include replacement of curb <br />and gutter, driveways, street asphalt, and other infrastructure where necessary. <br />F. Construction of the Proposed Project is anticipated to start in 2021 with an <br />approximate duration of 9 months.
